if you want other targets on scanner, all you realy need to do is reduce or increase your scan
no info on how mutch scan you are running here, but from the looks of it, my guess is
you are running to low scan = you only pick up targets with very low cloak, witch limmit your total number of total targets so you will get more targets with have a higher rank then yourself
or
to mutch scan = you pick up targets with more cloak then what you ships your own rank usealy have
also, theire will always be players that for some reason is running extreamly low cloak, so no matter what you do theire are always a chance to get one of those on scanner. but does it realy matter. all it takes to replace him with a new target is 1 attack = 5 energy so if you dont want the rank 713 player, just bump him
the system isnt broken, you just need to mannaged your scan stat better to get the targets you want on scanner

359 / .6 ~= 598. That is the max that should see you now.
You can see forever going up, but have a block on how far you can see down. At 359 you should be able to see down to 215.
If you are attacked within seconds of repairing every time, and can put a halc trap on then I would suggest this series of artifact uses PRIOR to each repair. Shield Amplifier, Nanite Swarm Capsule, Grid Console, Krionus Virus Trap (extra delay), Halcyon, and finally repair nano. Once repaired toss the calming amp on. If Krionus and halc get tripped prior to calming amp use then reset both in the same order again. If this series still does not allow you to avoid being disabled within moments of repairing I am completely unable to assist you.

Ah well, someone mentioned it's 40% up and 40% down...
That said I was sure I was hit by a rank 681 which triggered me to posting this thread. My eyes aren't as good as they used to be so it's possible I misread a 581, but I have no way of knowing how many people can see me, or how highly ranked they are.
That said, the way scan / cloak changes your targets seems a little stupid since the cloaking and scanning isn't relative to your rank. I had 2876 Scan and 1890 Cloak when I posted that BT screenshot. Typically when I'm fitted for PvP disables, I'd have approximately 1000 Scan and maybe 500 cloak so I can maximise my attack and defence.
However, if me improving my cloak is only going to attract larger ships to detecting me, ideally I want 0 cloaking so only ships with low scan can will detect me...?
As you've said, the system works... but I'm saying it works very poorly, and has ample opportunity to be improved so it sucks less and actually works more effectively. Things like having BT pool count, to show you how many players you're currently visible to (thus, making you tweak your cloaking to see how effectively you're hiding), and having one that also shows how many players are available in your pool, so you know how much to increase your scan by if you've got limited targets. Also having the lower rank count limited to a set number of ranks if it starts to exceed a stupid amount. A percentage works fine when you're dealing with tiny numbers that have little influence... but when you're dealing with people having a headstart of over 200 ranks, and two years of gameplay, it becomes ridiculously unfair.
There's currently nothing that can prevent you from being prey. Amps and H-traps are only effective if you're online to replace them, so it's basically; Don't sleep and survive, or have a personal life, don't exhaust yourself, eat and get killed, raided and hacked daily.

YOU HAVE A WEAK SHIP !

If your goal is to grow, then the criteria are more about what you can get accomplished when you sign in than about a 6 hour frequency.

Help us figure more ways that we can make the BT completely and utterly fair so that no one (not even the people on these forums) can find cause to complain. lots of way to make Things fair Again lets introduce a few new traps the ultra halck, prevents the ship that sets it off from attacking any ships at all the next 10 days - effect can't be removed by nulls and the multicron trap, 500% dammage of hull + shield, + does dammage to all attacking ships systems (-50%) and both traps are set off with a 100% chance if any ships with higher rank then your self attack you, and automaticaly reload as long as you have them and after we kill PvP combat, maby we can introduce some annimals you can share with your FB friends and place on your planets and ofcourse we also need to change Galaxy "farmville" legion, the friendly edition that is fair to everyone or maby not.... lets just face the facts, this game never was and never will be fair..... if you are not doing PvP, Calming Amplifier + Halcyon Trap gives you 6+ hours where you cant be disabled, that should be more then enougth to spendt your daily energy most activ PvP players are already complaning that to many players are running Halc's so they cant realy get the kills they need to buy what they need from the battlemarked and if you are doing PvP, it's not that hard to disable 3+ ships for every time you get disabled your self
