Maybe this is a feature I am not aware of, but it looks like if you have four people take out almost all of Attiroth's health and the fifth slot for reward is a guy who does only the final shot, that fifth person will not get a reward, even though this is a top 5 damagers NPC.

That's a bug which has been around for years... honestly it has.

If you are a new hitter on a base or npc, and your shot kills that base or npc, then you don't get a reward.

Well, it DOES work on the Legion Mission NPC. You can have the main damagers and a final killer.

True, but i believe that to be a "glitch" in a truer sense than this lol.

This happens on all npcs except the T.O Dropship. The first hit registers damage but doesn't put your name on the combat log so when it happens with an elite you do the damage but your name doesn't show. Try it on a normal bt npc to see what i mean.

What if all artis have been used? Becuz NPCs only have 5 total Artis

There are more than just five actually. There are merely 5 common enemy NPC artifacts.

Set off a krionus trap then poke the elite. Hope you don't manage to kill in one shot still.
