 how many pacts can a vanilla legion have?

Vanilla legions (as well as chocolate, strawberry, butter pecan and rocky road legions) can have up to 10 pacts. Adding Embassies (maximum of 5) to the legion's base allows an additional 2 pacts per. With 5 Embassies, you would be able to have up to 20.
