ive just donated all my energy to my base (which should be 1.7k xp)

and dint get the xp added to my overall xp, which would of leveled me up

in other words gl has not given my the xp for the donation ,
and i always make sure that i have enough energy to level up before i use it

has this happened to anyone before?

Not that specific example, but I have had NPC kills or mission completions not respond. Every time that happened I was able to just refresh my window and the game showed my rank up and full energy bar as it should have. Beyond that, it's just something you have to open a ticket on.

You should be fine, he will even probably compensate you for anything you may have missed out on. I once used an energy cube and got no energy refund. I sent a report to Dan and he refunded the energy, but I had my relays on again while I waited so I didn't receive the full refund. I replied to his email and he yet again responded by refunding my lost energy.

thats nice of him, maybe he will refund my energy ? or give me the xp
