Is it possible to use Xecti Ensconcing Fields and Hyper-Dimensional Anchors after using 31 Interspacial Fold Generators?
So 3100 passive cloak + those bonuses. is that possible?

yes to the xecti
no to the anchors

but the best use of the xecti is to get cloak to 2800 using fold's, then use 3 magnetospheres to get cloak to 3892, then use the xecti artifacts

Another question from him: Is there a limit to the xecti ensconcing field? or is it unlimited?

he can use as many of them as he chooses on one planet
