If an enemy ship has zero disables and they hit you with a Containment Missile (Or any offensive artifact for that matter) then will their actions go up? I would like to stray away from raiding or hacking due to the medal.

nope, thats the fun thing about being zeroed out, is you can make as much of a nuseance as you want. As long as you dont / disable / raid / hack your good to go. If your legion happens to be at war a person who has been zeroed out is acutally rather valuable for getting rid of traps so that the hitters still in play can slap the other side around without being slowed down.

Disable 1000 enemy players

Black Hat
Successfully perform 2600 hacks against other ships.

Those were the medals regarding the traps being set off.

worse than clear skies?

if you have nothing worth invading, and your not participating in a football, then clear skies is gained without you even realizing it, especially if your a slow ranker, or freeze ranking due to RL stuff.
