On planets, the planets defense is times by 3 before being put into the damage formulas when a ship attacks it - IE, to have a good chance of invasion success on a planet with 1,000 defence a ship would have to have 3,000 attack.
I presume by the relatively low amounts of cloak we can put on planets, something similar applys when the game considers whether or not a player can scan a given planet - dose anyone know the ratio for this?

The ratio is 1:1. If your scan >= planet cloak, you CAN scan it. The reason there is no multiplier is because there is already a finite amount of scan available (currently somewhere around 20k) while attack is technically infinite (due to rescued prisoners) vs a limited planet defense (space).

Odd - I think from memory the most cloak you could get on a planet was about 3,000 from passive + about 1600 from strutures, if you use two cloakers, which at size 7 isn't really a good option... ah well...

Passive cloak maxes at 3892 (repeatable) and off the top of my head I come up with 2220 from repeatable artifact structures. Total of 6112. With full legion bonus (50 people) you already have 12224 (13446 for 60 people).

He might be asking about the times where you get the message about failing to fully scan the planet.
When you scan for a planet there are 2 checks in place 1 - your scan vs planets already on scan 2 - your scan vs planet cloak
the 2nd check is an unknown equation
We could figure it out if there was a message stating the planets cloak and our % chance of scanning it.

Yeah, that one ^, - I'm still a relative low rank, so i'm trying to figure out how much space to use to cloak my project planet, vs how much space to defense/population
