 Missing Rescued Prisoners

Post Missing Rescued Prisoners
For last 6 days i got just 1 Rescued Prisoners. My stats is : Artifacts 11594 points / hour and 128k planet capacity. Also some ppl from my legion had same problem. So that is just bad luck or we have new drop rate for Rescued Prisoners ?

It's random. No drop rates have been changed.

This. Sometimes I'll get 6 in a day, or 2-3 for several days, then get none in 5 days.
