I've been sitting at 30/30 for about 12 hours now. I have just collected my daily reward so it is not that... Any ideas other than to just keep waiting?

I could be wrong but don't you have to wait 24 hours before collecting the daily forces the medal to award?

Could be I guess. Just seems odd that it would be at 30/30 before I collected and still no medal.

The same thing happened to me. There is a delay before the reward is given.

I just got it. Apparently it processes with your upkeep.

It was installed in June, I reset in Aug ... and had no Legion members to alert to ...

If you're saying you already got a Temple of Reflection before your reset, you shouldn't be re-rewarded for doing it after.

That's just asking for multi-abuse. Player A makes a multi named Player B. Player A shares a planet for B. B colonizes, sits on no alerts for 30 days and plunks his shiny new ToR on the planet shared by A. B leaves the legion and player C (multi or accomplice) invades off a new share from A. B resets, C leaves legion. B invades from a new share. Sits 30 days, new ToR. Lather rinse repeat. Each ToR could conceivably be transferred from a single alert if things are timed right.

I have 3 temple of reflections atm a couple on planets and 1 in my inv, funny thing is you dont need the achievement you just need to scan the right planets lol

No, the bonus was installed to the game in June, and I never got it.
I reset my account, realized that every member in legion was inactive for 4 - 6 months,
and kicked them.
So, with no one to alert for a boss, planet, or a BT .... I should have gotten the award.
