The Lazuli Fabrication Plant is supposed to be available till rank 9999, however I am at rank 894 and for some reason I can see the Lazuli Fabrication Plant on my shared NPC List, but when I target it I receive a message stating that I am not eligible to participate in attacking it..

I understand there may be some valid reason for this particular NPC not being targetable, but I can't figure out what that reason might be..

That usually means that the NPC has been disabled but the person that alerted it hasn't logged on since it was.

However, in this case seeing that it has 66%, i'd say whats more likely is that the guy who alerted it, did so far too late, logged off and the timer on it expired.

I've never encountered this before and I've been playing since before NPCs were part of the game, lol. I guess we're pretty good at disabling them on time normally
