I noticed that too on my ship when I get debuffed from things like the Warp station, I think when you are (de)buffed the bonus (overall defense not the 5%) you get from the velox shifts as well. Once the (de)buff clears it will go back to normal.

The time matches the time of the buff and calculated it doesn't affect the bonus the Velox gives. It's just a bug that makes the velox's take on the "timer" of the other (de)buffs ... nothing changes for the velox though, you can calculate it and it's the same.
