ok so alot of people have been complaining about gankers an whatnought and while I thought I had a way to fix this before Spoony pointed out a fatal flaw in it. But I have come up with a way to get past this.

Have the people that appear on your battle tab be affected by 3 things,
1: Ship Strength(shortened to SS)
2: Possible SS (Shortened to PSS) The amount of SS you "could" have from your level of research/ship size.
3:SS of "on par" ship for your rank(ParSS) The SS of a ship that is on par research wise for its rank, this would be determined by whats already the brackets for Weapon locker rewards.

SS and PSS would be used to determine who is around a fair(ish) fight for you, some would be stronger and some would be weaker. PSS would be used to make sure that a person isnt just staying at a low SS for the moment and will pop out with 100Xs as much. While ParSS would force people to research PVP modules instead of researching the basics and never getting higher then that.

i.e. "X" is at rank 200 and has 2000 SS/PSS(he has all of his best PVP modules equipped), so he would normally go against those anywhere between 1850-2400 PSS, but becasue rank 200's ParSS is 2200 the weakest people hell be facing will have at least 2200 PSS and up too 2500 PSS.

PSS/ParSS would be used to limit enemies to par/fair fights while SS would be used to find the "prime-ist" targets, AKA those that's current SS is considered par/in SS limits.

I was thinking SS should go VV and then if you ad VARP to the MX2 then you would end up with about 154.

Depending on the PVP you could calculate a more realistic VAT.

0.o I have no idea what your saying, if this about the numbers I used and if they actually relate on that level, I was just using them as an example. it would probably take some tweaking to get it right.

I am actually getting weak players of the same level on my mattle tab. In fact, I found a player 19 levels above me who (due to a energy-only ship build) went down in 5 shots. (and an easy hack) The weakest player (rank-wise) was 13 levels below me and had the same ship layout as me (weapons and cloak focus). even so, his ship was full of 6 weak weapons instead of less higher weapons that he should have had for his level. I don't think it is a problem with game balance, I think it is a problem with how players choose to design their ship.
