When I check my planets sometimes they do not recieve the population bonus from the biologist profession, eg. they will read 168 / 208, also cloning pods do not work to put this right. Secondly I recently observed my planet at max population (I've done this twice to check), upgraded an attack structure (no benefit to population) rechecked the population and it was down by 30%. I had not been disabled while this has happened, but I would like to know whether disabling affects the passive bonus as well.
