Yes you can, you make rifts with a very tiny barren planet if you wanted to.

The rift artifact will work on any planet, you don't need a gaia seed to make a rift. Who told you that?

That said, you can only ever make 5 Gaia Planets, so you should hold onto the artifacts, and only sell them if you decide to quit the game at some point.
