gcolby1, look for the TO Troop Carrier NPC. About 95% of the time, they drop a terraforming device. They are very rare though so good luck if you don't feel like spending money

also, have you noticed any difference in finding them with higher scan, or lower scan...
I tend to run around at ~1500 for regular npc hunting, and I boost it to ~2200 when looking for a certain someone.

Around 22k... But none were in the last 10k or so. Also had 4 Labpods, an Experimenter, 4 or 5 Harvesters, a handful of Fabs, couple Queens, a Telarys, a Nexus and lost track of the Prototypes and Xavox. Oh and a Partridge. Found it in a pear tree.

I run roughly 6700 scan 24/7. Tweaking it down for PvP just isn't worth the eventual repair costs on my Continuum Analyzer Mk3's. Additional scan above an NPC's cloak doesn't change the spawn rate, either.

My 15x Mission Exotic was made with absolutely 0 purchased terraformers, and I had it made (at 13x) well before rank 200. I've never bought any terraformers at all. Only bought 8 quasi's for my dyson and I've found 4 more doing NPCs since then.
