I dont consider this blackmail though prices will be negotiable and based on strength of the planet you have on scan
Whether youre the only other person on planet scan will affect prices. So "0 other people have scanned" is better paid than "1 (or 2+) other people have scanned this planet"

Proof you have a scan of planet will be required as well. Ive offered a friend link to better deal with this outside of forums privately. A print screen pic or something should suffice.

Once agreed on a price, you will star chart purge and once im happy youre off the scans you will be paid.
