Well that is a complete #*&$ move to send artifacts like that, especially if there is no discussion beforehand on what artifacts are deemed as acceptable payment methods.
What was it you sold him?
Either way, unless a method of payment was agreed upon up front(i.e. when he told you his intent to pay you in artifacts(undisclosed what they were)), then the sale should be nullified and all items returned.
Did he at any stage tell you of his intent to pay with artifacts, and explain what the artifacts would be?
If he did tell you he would pay entirely with artifacts, did you then tell him, precisely what YOU accept, and not just allow him to decide(You do have to tell people what you accept, otherwise #&$# will happen).
Either way, i do have to agree with you. Nobody in their right mind would accept 8k NSC's as part payment for a planet sale, because as you said, they do not sell well, and they do not sell at all in such a large quantity.
CRA are a good legion though, so hopefully Pony will get onto this for ya, and sort a return of the planet or actual payment by artifacts that you accept, not just what is tossed at you.

It was a Colossal Demon Planet 21x arti, with SS and rings, its was sold via an auction whitch was stated at the time that payment was in CTP's and got a bid of 50k, He only said the arti he was selling was worth more than 50k CTP's, which was accepted only thinking 15k worth of storage and flux and 40k CTP's but nothing like Naniteswarm capsuals

Like i said previous hopefully CRA fixes this for you(you should message Annabell or MyLilPony), and at the very least if he refuses to give the planet back, they should boot him, nobody needs people that lie about an artifact's worth let alone try and pull a fast one like that in their legion.

To be fair, he did ask "What kind you want?" and if you didn't answer, in all fairness he could very well assume whatever type goes. And if you did, it would be nice to have that posted if possible.
That said however, even if everything goes, the price(or rather value) of each type of artifact would have to be agreed upon before hand, especially if it's large shipments of less useful ones as they would be hard to move at market value in reasonable time so have to be marked down. Thou there is nothing wrong in particular with paying with swarm caps, provided that the quantity is large enough so that it have sufficient value even at reduced price. In this case, probably around 150k would be fair. Cargo shortage would be your problem in this case.
Of course, if you clearly answered the question, he should have only paid you with accepted currency, whatever that might be.
So... what did you answer him?

So... what did you answer him? If you actually read it he says its worth more than 50k CtPs, would any of you guys accept them?

I won't, but I would specifically tell him what I want when he asked that question. But if I failed to, yes, I would accept 150k nano swarms because it's something that I have agreed to even if I wasn't quite expecting that specifically. By the tone of your reply, did you fail to answer the question?

Yeah, I said I won't, but only if I answered the question he asked and specifically excluded caps as a form of payment. Did cloudnine answer the question? And no, I don't have 50k CTP. But I do have enough flux to make up the difference, which was specifically mentioned as a type of accepted currency. If they still go for 1500 each that is. Now, stop dodging the question, was the question answered?

Also What about time its taken to get paid? He never stated that it was artis he could sell to his trader, simply artis he "could sell"... In this situation, I have to agree with the buyer. From what I have read, the artis he offered CAN be sold, your guy just doesn't want to sell them...
