Go to the Ship tab, click "View Ship Stats", click "Comm", there should be three buttons next to the Comm you received. Click the blue one, type your message, and send. Done.

Some of the smaller battlestars have room for you, if you in one of the battlestars you get protection from others, why join a single legion when you can join a gret alliance currently our alliance has 2 legions on the leaderboard and one that is almost one it. WE can accept you to:
Battlestar Prometheus
Battlestar Drakonius
Battlestar corps

You should consider joining either one of my legion- Descendants of Altair, or Blades of Altair, either one really specializes in raising younger ships.
