Planning on locking bases in december and a battle partner would be nice

Just a piece of advice, don't waste your time and energy trying to start a new legion from scratch. Join a top 50 legion, with lots of active members. Learn the game, make friends and connections, then if you decide you wanna branch out and start your own legion do it. Not trying to be rude, but who is going to want to join a legion with 3 members, an average rank of 28, and a level 3 or 4 or even 5 base? most are at least 6, lots of 7's and some 8s as well. Most are ran by high level, long time players. I'm not trying to be rude, but I've seen this happen many times. You're just honestly not in position to run a successful legion by yourself yet. I personally would suggest The Fallen, The Sith Lords, Children of Gods, and honestly many others.

i see your point there (im reseting soon so i'm in to donate my energy) although i am one of the leaders but the main leader is undecided, the higher rank players are coming in at december

What makes you think that? I wouldn't think many good ships would want to lose the % bonuses on their planets to come to a legion with an average rank of 28
