There is Moria, a level 5 mining base. That legion isn't doing very well but it's the only mining base that I can think of off the top of my head. |

You'd do better in an artifact base, then selling the artifacts. Buy maxed toxics, then have no problems with mining. |

The OP was asking about what might be a good mining base, so I answered with the only level 5 mining base that came to mind. Yes you can grab yourself some mining planets as some others here have said but that's clearly not answering his question. |
