We at Battlestar Atlantia, have a level 5 research base that is fully extended with some limited modules which include two Scruuge Bastions.

We also now have our 10th discovery, the Astrobiology Ward, thanks to SirSnoopy.

We locked these guys not long ago and I can attest to their base being pretty solid. Worth a look if you need a well defended research base.
