Red Dwarf looking for a couple of trade pacts - DONE!

 Red Dwarf are looking for two more trade pacts to boost their own production.
While these are purely for our own selfish reasons, and no other treaties should be implied such as a NAP, we would prefer other legions who we currently know and have some level of dialogue with. We would also be open to subsequently extending this treaty to actual exchanges of goods and perhaps stronger friendships and other treaties, soft or hard, in future.
