Best start off with the newer lowbie legions, ask them all to merge with you, all legions under a month or so old. You might get lucky, a level 5 base is a powerful recruiting tool, use it.

Wow, I'd like to say a BIG thanks to Deep Space Pegasus for all their help! I didn't expect so much! We've currently got the base upkeep paid for the next 4 days. Jessicad is still building up funds to upgrade some of the modules... Wow... So much to do. If you guys could help spread the word, that'd be EPIC!
