Militaries Sans Frontiere (Official Constitution)
In Militaries Sans Frontiere, we are a democracy! We are founded on the principals of Loyalty, Duty, Respect, Selfless Service, Honor, Integrity, and Personal Courage. We give everyone a voice and expect them to uphold these values.
Almost every decision is made through a vote, quick decisions are later reviewed by a vote, and officers are elected and can be impeached if you feel they aren't doing their job! Members are never kicked with out good reason and a proper vote and we don't get rid of inactive players without a proper vote. No more going on vacation and worrying you might come back to being on your own!
We gift, trade, assist and have casual conversations on the legion comm and on our Facebook group.

Leader (me): act like the U.S. president, with extra powers
(commands in times of war, orders troops, and leads votes and business, is the final say)

Officers: act like the Senate and Supreme Court
(votes on more important issues and foreign issues, closer to the leader, and judge all actions and determining whether they are acceptable based on this Constitution)

***The Leader(s) can declare a state of martial law, where the Leader(s) of Militaries Sans Frontiere assume emergency powers! This will only happen if there is a major crisis that requires quick response and the Leader(s) can still be impeached after for misconduct during this time.***

Election Process:
Members are nominated for a position by 3 people before an election, if all are in favor, the first few votes appoint him, if anyone has an objection a full election takes place.
Impeachment:
To impeach any elected official, a member must start a vote to impeach. If the vote passes, the legion will vote on whether or not to remove the official.
Rules for Officers and Leaders:
Members will only be kicked after a vote has been called and a majority has voted to kick.
In emergency situations members can be kicked with a vote after to confirm, but only if that member is causing problems. Leaders may demote anyone is there is an issue, re-promoting will be handled by a vote. Officers have to confer with at least one other officer before accepting a NAP. Changes to the legion in any way must be approved by The Leader (me) or voted on.
By accepting a promotion to officer, you hereby agree to protect the legion from all enemies, both foreign and domestic, and uphold the Constitution to the best of your ability.
(Elected officials must agree to the above before being promoted.)
Voting:
All members are allowed one vote. All members can propose changes to the Constitution at anytime. Most (if not all) voting will be done on the legion Facebook page.
Code of Conduct:
In Militaries Sans Frontiere , you will work as a team. As part of this team, you will be expected to be active on the comm when you are online and to check it regularly when you log in. Regularly check the legion facebook group and all members are encouraged to take part in discussions and vote.
Alerts:
No member will alert a ship for a simple badge hit, however alerting for repeated hits or planet stealing is acceptable. If a player is alerted, no member will attack much lower ranks repeatedly or respond to alerts that are canceled by the victim or officer/leader. Please check the legion comm if in doubt.
Planet Shares:
Before taking a planet, check to see if it was alerted for someone else. If you take a planet meant for someone else, the person who's planet it was meant to be will decide how to handle it, ranging from you repaying them to a temporary removal from the legion in order for the planet to be retaken. If a planet is alerted and the intended recipient fails to take it or no longer wants it, they must say so and it will be considered by all as a free planet.
Free planets will be honored as first to colonize has full rights.
NPCs:
When a NPC is alerted, members are encouraged to hit it. If you do not lock on it is perfectly acceptable for anyone to knock you off. However, if you can not lock on due to ship damage, lack of energy, etc. you may request a space on the NPC. If this request is approved by an officer/leader then this request MUST be honored by all. When attacking any NPC, members are encouraged to do their share of damage, or as much as they can. Doing one hit on an elite NPC will not make other members happy and may not be tolerated, although there will be no set legion rule against it.
Legion Base (The Fortress):
The base is designed to help our members in the best way it can. The Repair bay is free to use, if it is available, and members are encouraged to research CT-Lab discoveries and use the Ct-Lab as much as they want. Base production type can be changed by a vote, but it may take awhile to transition over.
All members are expected to contribute what they can, however, do not set yourself back just to add to the base. Officers and Leaders can withdraw credits from the base (if available) and buy/sell modules. Only withdraw credits if you need them, and only buy and sell modules if you have checked with the Leader (me) or the majority of officers agree. No one is allowed to sell the CT-lab, no exceptions!
Base battles:
All members are encouraged to join in base battles. All members can scan for a base, but first must check to see if prior arrangements have been made with allied legions. Please try and keep the scanner on the next highest level of rewards for smaller, easy base battles. All members are expected to do as much damage as possible if they want the rewards, one hit on a base will most likely not get you any rewards for that base battle.
Lower level bases:
Officers will announce a damage cap when the base is locked. All members must stay under this cap until all the slots are filled, or the timer is under 1 hour remaining, then it goes to free for all damage to kill it. Officers can announce FFA before that time however.
Higher level bases:
All damage is free for all.
Only officers can invite other legions to a base battle if it is agreed on by the other officers.
Member Behavior:
All members are to be respectful and honest in all their dealings, including with other legions.
In other words, no member of Militaries Sans Frontiere shall ever swear at, insult, deceive, etc. any other player.
Members are expected to be friendly and helpful to other members. As part of our team, we are all here to help each other out.
Member Terms of Service Agreement:
No member of Militaries Sans Frontiere is to violate the Galaxy Legion Terms of Service at anytime. All bugs, glitches or other exploits are to be reported immediately!

Militaries Sans Frontiere will choose allies carefully and send the appropriate pacts to the allied legion. Members are allowed to preform all hostile actions permitted by the pacts we have with the allied legion (special exceptions will be stated on the legion group page). We will defend our allies as needed. Officers must agree on all alliance requests before accepting any pacts.
War:
In order for Militaries Sans Frontiere to declare war on a legion or individual, a majority of officers must agree. The decision must then be posted clearly for the legion to see. Any arguments against the war must be heard as they are presented.
If any legion or individual declares war on Militaries Sans Frontiere , the official response is to have a declaration of war sent to the offending party. Further actions are to be directed by the officers on a case by case basis.
Inactivity:
If a member posts that they will be away, that member will NOT be removed due to inactivity, unless the officers vote the excuse null and void. If a member fails to inform the legion that they will be away or unable to play, they can be kicked once they become inactive by a vote.
Inactivity does not only mean not logged on in the past week, members that are not active on the comm, did not join the Facebook page, and do not rank up or share NPCs and planets can be considered inactive!
Post on the legion's Facebook group, on the proper document to informing the legion about an absence.
When Leaving the Legion or Going Inactive:
When any member is to leave the legion for any reason, they must announce their departure to the legion. Please include a reason why you left, and an estimated return date when appropriate.
When a member is planning on going inactive, they are required to properly alert the legion to their absence. Procedure is to use the proper document on the legion Facebook page.
Enforcement of the Constitution:
All elected officials in Militaries Sans Frontiere are required to protect and defend this Constitution. Anyone who violates this Constitution will go before the officers of Militaries Sans Frontiere who will decide how to handle the situation in a case by case manner.
Amending:
To amend this Constitution, an amendment must be proposed by a member of Militaries Sans Frontiere , and voted on. If the amendment passes without change, it will take effect. If a change to the proposed amendment occurs, the vote is reset.
If you were kicked:
Any member that was kicked for any reason can appeal the kick. Simply give us your side of it and reapply, we will answer quickly. Please contact us through the legion facebook group.
Note: If you leave or are kicked for inactivity, just reapply, no need to appeal.
