Why don't you check out We Don't Exist? I can say from experience how great a legion they are.

I believe that they have a level 5 base, and they are mainly focused on RP on base. And just apply. If you are active, mealy might take you.

If you're worried that they won't take you then don't worry. They are good people and I'm sure they'd let you in.
Anyway, if you decide not to go to WDE, then we would welcome you at Delta. We have a level 5 base that is mainly artifact but also gives out research. We can supply you with the research planets you'd need as well as credits and artifacts if you need them. We're very social and fight npc bosses and bases everyday.

We would be willing to accept you on a trial basis. As long as you log in most everyday, chat it up on the comms, participate in the group page, and are willing to remain loyal and grow, the trial could become permanent.

You would be welcome at Mandalorians. We currently have a level 4 Base, but are fast on track to reach level 5. Our base resources are focused on Research and Artifacts and are distributed evenly between all members. We have a CT Lab with 2 discoveries so far. We share planets and NPCs regularly, conduct base battles and provide support to all of our members when needed. We are not demanding on our members and allow them to play at their own pace and the way they feel comfortable. There are a few things we do not support, which are bullies, farmers and rude members. Be respectful and play regularly and you will have a place to call home for as long as you want to play the game.

You're of course welcome in the Terranian Armada. We've got the research focused level 4 base that you requested. We've got a laid back environment that would suit you. We've also got some heavy hitters in your range if you do run into problems or just want to take a planet.

We also are jumping into a level 5 base when I return from planet sales. You see I am the founder of this legion and can say that when I return the productivity is going to skyrocket. I plan on doing many new things that I have learned from being in one of the top 5 legions for us. Now, we are not the best legion but we would be the best for you out of the group here. Except maybe of course Delta Surfers.

This is because we focus on helping out the lower ranked members of our legion. This means that we will provide you with anything you need. Also, we lock bases that are easy enough for our lower ranked members to get nice hits against. This will give you those silver badges for those pesky Surge Plexi. Anyway, that is just my 2 cents on this subject. And don't aim too high on the spectrum. If you go to a legion with a bunch of high ranks then you will regret it. Not because they are inactive or any of that but because they wont need you. For the week I have been in PA I have found myself to be entirely useless to the legion. I struggle with everything they can do so easily. And the bases they target are massive. They are a good legion though and if I where a higher rank I would be enjoying myself.

Immortal ones has a spot if you want it, we have a level 5 base, working on level 6, all we need is energy, we have research and mining,,,we chose mining to help the younger players with credits, however we have been talking and are open to change. Plus we are working on a merger.

Well, it's a guarantee there will be some fighting...it happens on all of these types of thread.

This might help encourage you, I used to be a leader of a legion under the Sith Lords banner who, as you probably well know, is one of the most well known legions out there, and pretty large. I gave up my leader spot and became only a member of We Don't Exist because of the fantastic group they are. I joined at pre-100 rank and have grown well thanks to our strength. I've never looked back. The WDE family could do the same for you.

There are also a lot of great legions who have responded to your post, and if WDE doesn't work for you, they'll be great as well. (I must give a special nod to Delta Surfers, they're a great choice as well)
