All ranks welcome, there are regular boss npcs shared with the legion.
We're not hardcore about pvp, but as stated above, we do regularly go on bossing sprees.
A few times I've had all my npc slots full of shared bosses.
Most members have a hefty supply of artifacts, and planets, that they don't mind sharing.
