It seems recruiting is getting harder and harder these days, just as a fyi. If you want your legion to grow, you're going to need to do A LOT of in-game recruiting. That means messaging other smaller legions around your rank to see if they are interested in joining you, or comming legionless people on the battle tab and offering them an invite. Try getting some friends to join as well, it could boost your numbers.
