Small Mineral Processor: +1 minerals to each mining building (the buildings has larger versions with only one such building on a planet at a time I would start the sizing at 5 for the small and use the standard pattern.
Phase shield buildings: With this protective shield it slows down the death % of your colonies population when it is attacked. Maxes out at 50% but could start as small as 5%.
Government center: You can only have one per player (as this is the planet you have picked as the HQ of your colonies). Adds 1 Diplomatic rep every hour. (It could take up 30 spaces and add some basic def).
XTS-9 building (can also only have one of) gives a very small chance every hour to add 1 to your cargo.
Mining buildings that increase the chances of types of minerals.

Either a person has technology good enough at high levels that the processor would not be worth it, or not good enough technology that would unbalance lower levels.
The shield buildings would work the same way. Also, how would you explain the difference between a phase shield and a normal city shield in-character?
Government center: great idea.
XTS-9 building: the reason the material is so rare and powerful is because it's so risky to produce, so making a building that has no risk (even at a low chance of production) would unbalance it.
Mining mineral building: great idea.

Mining buildings that increase the chances of types of minerals. your first idea, is pretty much how planetary defense works your second idea, I like XTS-9 is simply designed to be gained for missions, but who knows

Some of these ideas are based on buildings from another game I play (TinyWarz) the Processors being the main one. But I cannot try to do many of the building I would want to bring over given that in this game we do not have the main big bad NPCs that, that game has (the Sha'Kahr). But many of those are turrets a few other buildings are there but while I could see both games having some conetion (if the makers of both got together lol). Much is different enough that as many things go it is hard to translate well.

Given my current limited know knowledge of the game (only level/rank 23) I cannot see everything that is going on, but I am trying to help as best I can.
