ok, my idea is basically, you should be able to apply to a full legion, so the legion leader(s) can see you, maybe they have an inactive player they can kick to make room or they want to kick a lower level for a higher one, or something.

I personally would hate it if someone didn't join because my legion was full when they checked.

It's kinda pointless, if someone is inactive, just kick them and wait for someone to request to join. If you are already that full, it will be no problem getting people to want to join.

the point I'm trying to make is, maybe you have another legion to direct them to, or you have a better player there so you want to take him in instead, I personally would like to still have a choice, even if I'm full up
