Is it possible to make the basic planetary stucture artifacts sharable? Like the Processing Core Chassis, Relay Tower Chassis, Space Elevator Chassis, Refining Lab Chassis, Phase Cutter Chassis and Warp Gate Chassis?

Yeah, at the very least sendable.

I think they are restricted keep multi-account users from twinking their alts.

I would like to see an option for superfluous artifacts in addition to Scrap that would allow you to send them to a legion vault. This may have been mentioned in one of the legion starbase threads but they could test this function out first before/if they ever implement the full starbase.

A Leader would have access to the vault and could send artifacts to other members, with restrictions of course on rank and probably a timer per send and/or member.

This would allow, for example, a player to attack a Dark Ring hoping to get a Smuggler Cache even if they have a full set of thrusters and they wouldn't be depriving another member of the drop.

Putting it in the Leaders hands would help cut down on the abuse and allow for a system to reward contributing members that just may not have been very lucky.

i can see why this was originally put in as an unshareable item, but im not even rank 200 and already have more of these than i will be able to use any time soon... with how common they are and the amount of bonuses they give i dont think it would hurt to make them shareable. so a level 1 gets an extra 15 research points... it still is going to take them 2-3 days to research the next tier of items.
