This NPC basically provides an NPC for the eventual loss of CTP scrap drops for those above rank 2000, whilst making it available to a much larger portion of the player base.

Cerulean Sentries - Releases a Sentry Drone to your Battle Tab. Decreases your attack by 50%(stackable) for every Sentry Drone on your battle tab.

Cerulean Combatants - Planetary Trap:(1 Month) When triggered this triples current planet population, but decreases planetary attack by 10%.
Smuggler Coalition Agreements - Artifact: Provides at random either;
A) 1 Hour of All Resources
B) 2 Hours of Research
C) 3 Hours of Mining

I like it, but one small problem

the player that finds it's rank or difrent stats for all players hitting it depending on theire ranks

It didn';t sound like the NPC was to be a shared one, more like the scruuge vicar, correct me if I'm wrong?

It's not a shared NPC. It's an RSL counterpart to the Dark Mass Carrier.

NPC with locations to kill, are usealy shared NPC's
only exeption so far is the Scruuge Vicar
thats why I presume shared NPC, when I see locations

rank 3000 (cap 7.500 pr hit)
makes this 550.000 / 7.500 = 74 hits
+
125.000/7500 = 17 hits for the locations

+ what it takes you to kill the Cerulean Sentries it spawn

so would work well as a solo NPC
