The last line of your proposal is exactly why it shouldn't be changed. No achievement should be literally impossible to accomplish by any player.
But that's not entirely true, it is perfectly possible, just excessively difficult/costly for them as compared to for others.
Specifically, race change. Those player would just have to band together and take turns changing race for others to tap until everyone have the set. For this to work out for every participant, every race must occur twice throughout the procedure(so the player that is doing that race can get it off each other), and as there are 16 races right now, that means up to 32 changes(including changing back to original). If it's a group of 8, then it's 4 each.
This would be most problematic for our highest rank players. The current highest player, for example, can only badge off three person. So he probably need to pay those players, if it's even possible to get to all of them, extra something due to the fact each of them need to change five time for him to complete his own set. Of course, there could be additional member in the "group" so the 6600 doesn't need to go through all the races.
However, I'm merely pointing out that this isn't impossible/ I would say, however, that this is excessive requirement. Thou there are badges that require GP purchases already so that in itself is not a huge issue, the problem here is that it isn't really "fair" for all participant. However, if a new reward is designed that would, in theory, somewhat scale with the difficulty(specifically by scaling with player rank) then it might become reasonable.
