might be tricky to figure out who should be able to spend those funds, and how much each member should be taxed.
some ideas for collecting: 1) take it from the tariffs (free $$$ from the bit bucket) 2) add a small % on top of the 20% tariff to go into the alliance bank so 20% is lost to the bit bucket and x% goes to the bank. 3) add a share feature to minerals. the $$$ shared can be spared the 20% tariff and go directly to the bank at face value
some ideas for dispersal: 1) invasions and colonizations have priority. these are big $$$ and some will need help. colonies are $$$ makers. the more $$$ they make, the more everyone makes. 2)if the pool is too high, the surplus will get divided up and weighted vs the players level. it should be dispersed weekly. would work like a tax refund. if free funds are used( 20% tariff) then some additional considerations need to be taken into account to prevent all that $$$ from just getting filtered back into their accounts (defeating the purpose of the tariff)
if raiding is changed to take from the pools like hacking, their wont need to be a tariff anymore. but it could be saved for this purpose.
edit... thinking about it for a second made me think about the overlapping legions. the system for keeping track of the funds would be complicated. a way that i can think of to implement this is that every player would have a bank account(that they cant touch) that stores their share of tax. then it comes to spending it, all the system needs to do is get a sum of the total value collected from each member of a particular legion (per player basis) so that same $$$ amount can apply to crossover of legions.

an easier way to do this would be to simply have a bank system set up for each legion, everyone can either send minerals or credits to the bank, and people can draw out how much credits/minerals they need.
for example, if they needed pawlecite for the mass surface melter mission, but they didn't have the last five they needed, then they could check the bank to see if there was enough cash or pawlecite to with draw.

Yeah, but I believe this thread was from before the current Legion system, back when your Legion was just your friends, in which case it would've been as difficult as Hunter said.

He probably had a few hundred people in his Legion, so that would make it more annoying, trying to find the person in the list, and having so many people to figure out who to share with.
