this would provide a small boost to lower level players earlier in the game. i have struggled with not having enough decks ever since level 30ish. Also, more than once im hunting an NPC and on what i think to be the last hit i am 4 damage away from killing it. this would give people a small boost when they get it. i know higher level people are getting insane amounts or artifacts, but still... maybe it could be as rare as an unstable wormhole emitter. i get those often, but not too often. i always scrap them because unless i can kill the defenders there is no way i am going to take the planet. plus its a huge waste of 30 energy.
