No idea what to call it but how about if it worked by only fluxing peaceful planets

for example planets can not have been attacked in the last day (or some other value) to be able to use the artifact, that way you can't steal as easily and also you can prevent someone from fluxing by attacking every day

this would be a good idea. if you can hold onto a planet long enough for it to become calm then this would be a great thing to do. especially for some of the really rare planets. it would have to cost like 75000 AP to be fair tho.
