I had an idea for legion planets they would have several functions.
First they can be defended and attacked like any other planet but invasions would destroy structures instead of capturing the planet. Maybe capture Arks of the Forgotten (see below).

Second they give a mineral/artifact/resource bonus to all legion members depending on which structures are built/intact on them. These will require large amounts of minerals (exotic matter? or some new resourse) and money to build, maintain and possibly upgrade.

Thirdly they have a refueling station which will allow members to restore a fixed amount energy and/or shielding based on the size/upgrades of the structure.



Other structures that might be nice would be the following. Names need work but here's the general idea.

Artifact Trove: This would allow members to contribute artifacts that members could withdraw on a one for one basis.

Research Facility: Unlocks Alliance tech. these could be modules that can be installed on ships and planets kind of like some of the pve drops from battles. Maybe they get stronger as your average legion strength increases.

Institute of genetics and cybernetic: Allows legion to unlock new playable races.

Monoliths: these would be a structure that would give the legion a bonus of their choice. Only one monolith can be setup at any time for the legion and might provide things like a 5% boost to attack or defense.

Arks of the Forgotten: These would be a series of items that provide bonuses like monoliths but could be captured. There would be several ranks of each and a legion can only secure three at any time. the idea being there would be 9 types (one for each of the stats like energy size ect. maybe more if research and others are added or broken down like pve attack pvp attack invasion attack) each with varying effect so the lowest tier might give a 1% bonus or some static amount the highest maybe 10%. So depending on how the tiers of these items broke down there could be a lot. these would be stored in a legion vault which can only be broken into once the planet is successfully invaded. If the planet has more than 3 the next attack will capture the Ark not in the vault. There would also need to be some kind of timer on how often theses can be taken / lost i think.


The last suggestion i would make is to have a system of galactic governance that penalizes a legion for attacking the planet of another legion who's average total strength for the last month is significantly lower. So attacking needs some permission slip from the galactic UN that either requires 100 trillion credits or 90% of the legions total credit reserve (which ever is greater) or some galactic UN armada bombs your legion planet back to the stone age if you do it. the idea is to allow alliances to war in their respective leagues, but make alliance raids on weaker alliances something no legion does frivolously.
