I imagine close knit legions don't have an issue with this, but I would like to be able to disable this function and prevent my ship from being repaired by well meaning but unwanted shows of good will.

Another idea to this could be that anybody can pay the repair for you, but you still have to click the repair button to apply that repair, but to a self cost of 0 credits.

For the time being though, just tell them.... If you're in a big legion it would take a lot of energy sending personal comms to everybody, but it would be more reliable than trusting the legion comm... Just an idea....

thats exactly what I rely on now, I have it on my ship and I post it on the legion feed.. but I've had a couple instances where I was repaired anyway.. took a couple extra disables because I was offline and the knucklehead kept repairing me while I was being gang banged... made me wonder if the guy was huffing paint or something

That's the failing of the current incarnation of the legion comm (AKA: chat)... Its location and lack of sound effects lends itself to being ignored.

If the aforementioned knucklehead keeps doing it and messing up your strategy, take it to your legion leader(s).

Or you could experiment and find out if one can attack a member of one's own legion... ;)
