we need to add at least a 48 hour delay timer to joining a legion which they have been a member previously.

for instance,
SHIP-A leaves LEGION-1 for LEGION-2. fine its instant because hes never been there before.
SHIP-A leaves LEGION-2 for LEGION-1. the ship should be prevented from rejoining for 48 hours.
SHIP-A tries to rejoin LEGION-2. the ship should be prevented from rejoining for 48 hours.
SHIP-A joins LEGION-3. fine its instant because hes never been there before.
SHIP-A waits 48 hours and rejoins LEGION-1. fine, the time is acceptable.

How come? So people don't run over to another legion and share their meanie, bullying targets?
