I don't really see the point of them. A lot of the time there are 10 slots for loot and only a few people that can actually attack the NPC in a 50 person legion. If the level restricitions were turned off, people would probably be able to find out what they can actually damage enough to get the bonus rather quickly. It leads to groups that are level-centric instead of a wide variance of levels that can actually teach and protect each other and help each other out in more legitimate ways.
There could still be level restrictions on how they spawn of course.

I agree, with the addition of the Legion system I dont see much of a point to not let those who can do the damage needed in on the fun

I think the issue would be that on some of the bigger battles (such as the 10 slotters), you would get 8 people doing all the damage and 2 people becoming super strong for their level.
I would prefer to see us be able to give people a link to help out. Let only the NPC finder be able to give it out.

make the rewards Level based then. For example, suppose 2 people in the same legion help kill an elite and one is legion member is level 100 while the other is level 200. They both help kill an elite. The reward is a part that gives Defense. The level 100 member's item gives 25 defense, and the level 200 member's item gives 45 defense.

That sort of negates the point in having different level NPCs though. The difficulty should make it hard enough, if not impossible for lower levels to get anything insanely powerful before the NPC is already taken out. Maybe in smaller legions it would be true for the NPCs that have 10 slots, that it would only take time to get locked in, but otherwise, that NPC would have to be killed by one or two people. I can tell you which scenario seems more retarded. I don't think it will throw the game totally out of whack.

perhaps in place of level restrictions make a minimum damage requirement. So if a NPC can reward 3 people, make the minimum damage 1/6th or something.

So long as it is stated in the description, this is a good idea. rewards: up to 3 minimum damage for reward: 10% or something like that.

maybe if being locked in meant you get loot and XP even if it expires through some miracle of language or sci-fi.
