 unlockable artifacts

Post unlockable artifacts
There are missions that reward blueprints, allowing players to build them at any time as long as they have the resources. I'm suggesting artifact "frequency modulators" or something that when rewarded, add the new artifact to Recive Artifact Shipment chances.
