Although I am far above the cloaking requirements for Research Espionage, I still fail just as much as I did a few weeks ago (before I had better missions to do). Also, when damaged in Intercept Enemy Cruisers, I would think that my phase shift engines would protect be more than the inertial dampeners I had before. I'm suggesting that comparatively higher stats decrease your chances of failing.
