Clarify how shield recharge rates work

I checked and can't find anything on what i'm looking for, which is what determines how much energy is recharged into my shields? Is it based on level, or number of "Shield" items, level of my research, or something else? I was regenerating at 17 pts per tick, I'm now at 18ish i think 18.5 since sometimes its 18 sometimes 19. How does this work? I'd like to get a handle on it so I know how to layout my ship when I want to hunt NPC's.

Do you mean sheild recharge per hour? Well it works like this...
1. The ammount of energy recharged every tick is 2% of the total sheild 2. The rest is like energy, the more sheild recharge modules you have(TO Harmonic (Mega)Pulser and others) determines the ammount of seconds to reach the next tick.
This is calculated in an equation to find the sheild per hour.

Ah i couldn't figure out the 2% part i understood the how often not the how much.
