If someone applies to your legion there should be some way to communicate with them.

For example, currently I can only accept or deny. I cannot ask them if they like PVP or if they read our legions rules before accepting them. I cannot tell them the reason they are being turned down is because they have a bad reputation

If you click on their name in the application, it brings up their ship window, so you could then post to their comm. (or as an underhanded method you could even attack them )
