we need to be able to shair tec within a limit between legon members but the sending person has to pay fr the bulding of it first

I would love to be able to use my personal planetary artifacts on some of my legion mates planet. I would particularly like to be able to build planetary improvements for some of our weaker/newer players.

there is definitely a downside and upside of this and the way to fix the downside is very elaborate.

You would be able to build defensive structures on them and they would be able to be used unless that person leaves the legion and they would become dormant.

How about the possibility of building artifact buildings on a legion members planet, but only if the artifact is standard artifact draw and the member is at least officer?
