 Shouldn't artifacts have a failure rate?
Especially the attack/stat reducers? Scenario Tactical - "Unsuspecting merchant at 010, 12mKlicks." Captain - "Load a Quantum Flare and prepare to hack!" Captain - "Fire!" BAM ! Captain - "WTF was that? Astro, you been eating the Arcturean Beenie Weenies again?" Helmsman - "Um . . not today Captain. The EARTH SHAKING KABOOM came from the TACTICAL side of the bridge" Tactical - "Captain, Quantum Flare blew up in the launch tube. We are venting atmosphere." Tactical - "Cloak Generators are down, WE ARE VISIBLE ! Suggesting we boogie out! It would be a trade off for rare uber-artifacts, but I do not suggest to implement this on any current ones.
