this should be a fairly simple change to protect against distracted clicks.
I know it's happened to a lot of people. You are not totally paying attention and you accidentally leave your legion, you request to rejoin which is fine but you lose your loyalty.
If you rejoin the same legion you left within a set about of time, lets say 8 hours to allow for leaders being offline, then you should rejoin and retain your loyalty and eligibility to base payouts.
Basically your loyalty and eligibility timers only reset if you have been out of your legion for 8 hours or if you join a different legion, whichever comes first. If you manage to "accidentally" leave your legion, in spite of the fact there is an Are You Sure button, you DESERVE to lose loyalty. I'm serious. Clearly someone who does not have small children and has never been distracted by them while in the middle of doing something.

Dan should send you some GP for that ! oh and -15 to the original suggestion. loyalty requires sacrifice. 'instant' loyalty undercuts the whole idea of having a loyalty mechanic in the first place.

+1 to all the -1's, Everyone who gave a -1 is right.
We don't want to remove game mechanics that have been working for more than 4 years. That will fluctuate a collapse of the game itself. It's only fair to lose loyalty for leaving the legion. It's specifically to see if someone is actually going to stay active. In that case, the loyalty system we already have increases the activeness of players.
Lastly, I agree with Senatorhung 100%.

I'm strongly +1 on this. I was thinking that Dan could add additional button under Legion Base (button in legion tab) Instant Loyalty:20GP (Requirement - Must be in current legion 1 day and be min rank 200, +action must be approved by Leader).

Doing so would eliminate the very reason of loyalty to begin with. Ergo, to keep legion players butt's at home. If you go running off to this or that legion for planets, or trades or whatever, thats YOUR personal choice, and should pay a penalty for thinking of yourself instead of the legion as a whole.
IHOP is right. -1 from me.
I know loyalty is a pain to endure, but remember, it's there for a very good reason.
