technically a planet with all building space full is covered in buildings, the 'habitat' buildings can be assumed to be part of cities, and where do you think all the base population lives? in cities. However, it does give me the idea for "machine planets' that would be limited to small sizes, but would have really high artifact and research. (the size accounts for how hard it would be for an ancent race to make one)

That is a great idea. in fact, that can allow a new mission thread, "treasure hunter," that can descover 'ruin planets' and grant random artifacts in other missions.

These both can work, but might take a while to implement. the final one, however, should be limited to 1 per 30 dyson if it truely has something that powerful.
