Ok so their are ALOT of annoying common npcs. My suggestion, After 1,000,000 of a given npc has been killed galaxy wide then that npc will no longer spawn for 1 month.

I think you greatly underestimate just how many NPCs get killed.

The number was hypthetical amount, you could ajust it so that idealy only 1 faction would go down every 1-2 months, I just like the idea that these other factions would need some time to recharge, where are their production facilitys? We represent 1 ship yet we obliterate 100's (or aparently 1000's?) of these guys. after they get enough of a beating they need to go back and rebuild lick their wounds ect.

It could start with just 1000,000, and every time the objective is completed, it increases by say 50%(of current). And if a race stay up for more than 4 month without dying, it reduces by 20%(of current). It should eventually be balanced toward one trigger every 6 month or so or something.

Then all factions get killed, and we got no NPC spawn for 1 month. Good job XD

Do you really want a feature where you people get the exact same reward as you regardless of the effort they put in? You and your friends do all the work and then some random person who did nothing gets the same advantage as you. Or someone who just spent a week trying to harass your legion gets the benefit as well.
I don't care for such a feature. It would have to be limited to groups that I have control over such as within the legion I choose to be in or within the battle pacts that my legion chooses to have.
Competitive advantage is everything. If me and my friends can get something before you and your friends then we have a motivation to pursue that advantage as soon as possible.

Not ment to be something for YOU its meant to add an additional sense of realism to the game. The story you destroy one factions ship's to a pulp and they will take some time to rebuild. Also not all of that faction stops only the common npcs. Foe of my foe is my friend if your being attacked by all sides you too would withdraw.

You can use TMs to repair your ship without a timer, or use repair nanodrones, do you really think only we have that technology? So there's your answer, when you disable these enemy ships, they use a repair nanodrone and respawn.

Maybe (as recently stated) limit it to legion or individuals. I would like to see an ability instead that resets monthly. 250k crimsons kill = 1hr of no common crimsons via UST. 500k = 2 hours, etc etc etc. Counter resets monthly

And there was me thinking that this would be a Ultra Rare NPC or Event NPC Enemy suggestion that had Trillions of Hull and Shield and would be attack-able by every player in the Galaxy (Within Set Lev Limits) Disappointed now

When I read the title I was assuming that there was some OP NPC boss that can be seen by every player in the galaxy. If disabled within a certain time frame then all players who attacked it will get a reward. If they didn't disable it in time then some bad event happens.
ie. The Scruuge Event:
Rapacitar - Scruuge Overlord Rewards all players who attack it upon disable Effect (if not disabled): Planetary population is reduced by 30% on all planets, -10% planetary production.

Foe of my foe is my friend if your being attacked by all sides you too would withdraw. If we are going to get technical, no one in this galaxy know exactly how big these factions are. There could be an endless number of these NPCs being produced. Probably at a rate equal to (or greater than) they are disabled. These factions either don't acknowledge us as a threat, or our actions against them are like petty crimes in a city. If these factions were able to acknowledge us as threats we'd probably all wake up disabled quite often, considering how ships can run through hundreds of these NPCs one by one before having to pop a repair nano on.
