I actually think this is a cool idea, however I dont think it would work.
Most BGs try to lock easier bases with low fixer counts belonging to weaker legions. I think in most cases, the bases that the larger BGs lock would be against legions that would have absolutely no chance of disabling their base. I know most of the legions we lock would have no chance at disabling our base or any base in our BG. Although its a cool idea, I think in most cases the end result would be the same, their base dead, ours still alive. Most BGs already try to avoid locking the top bases for the most part, this would just make them avoid them even more.

As for the OP, again I think its a cool idea just not sure what good it would do.
This would again, serve the larger legions more than the smaller ones.. Some of these legions out there with lvl 6 and 7 bases can't even get their defender bonus up to 100% before getting disabled yet again. How would they ever be able to get the bonuses you describe in the OP?
And if they cant use the ctl or ust after being disabled, they would rarely get to use them at all.
Not productive for the game.
This idea might encourage BGs to hit bases belonging to the top legions just to keep them from getting the extra bonuses or to prevent them from using the ctl or ust which would be a good thing but it would be at the expense of the lower legions.
So, sadly, I must give the OP a -1 as well. Sorry wish I could +1 but just cant.
