I can't help but notice that all the things political favor/XTS9 are used for kinda suck, alot..... SO I am going to suggest some uses for political favor, (and XTS9 although my bigger problem is with Political favor)

a) New PRODUCTION buildings, even like 1:1's would be nice to have..... (1:1's with abiliys would be better as would things that are better than 1:1 but frankly I will take anything remotely useful)
b) Temporary Scan buffs (lube up your scanners with xts9?)
c) Some new function in the CT lab that uses either of these materals.
d) Use your political favor to gain crew! hey the government likes ya here take some extra helmsmen/Scientists/TO's/engineers ect!
e) Money Government owes me a favor Here is a grant!
f) Temporary Production bonus on all planets?
g) Unlockable ship designs!
h) Remove timers! hey since you are shipping all this toxic waist/the government owes ya we will help you out with the yellow tape!
i) Badages (1 XTS9 or 1 favor will give you one random badge! could be blue could be relic compleatly random!)

These are just some ideas, but I would really like to see some use for political favor/XTS9 that isn't terrible.
